Can I build a retaining wall with a chain link fence behind it?

My patio has been flooding really badly because, I have a corner home so my back patio is facing the side of my neighbors house who has no gutters or a drainage system. The problem is when it rains since their backyard is elevated higher and sloped slightly towards mine, my patio floods when it rains. So I have decided to build a retaining wall along the perimeter of their yard coming down towards my patio. There is 5 foot distance from our chain link fence to my patio and the retaining wall would be about 30 ft long. I am worried that I can’t build a retaining wall with a chain link fence behind it. Does anyone know if this could be done or should I just have a privacy fence installed?
