Catback exhaust system...scion tc?

I was looking at a different catback exhaust for my scion tc. I cant decide between an evo2 (which i have on my other tC) or an HKS hi-power exhaust system. I know the greddy evo2 is emissions complaint, but will the HKS kit be the same? has anyone had experience with this kit?
